Alexandra Trzeciak-Duval


Bachelor of Science (BS) and Graduate Russian Area Studies, Georgetown University, and Master in International Business Administration (MBA), George Washington University, plus graduate in languages and political science at the Université de Grenoble. Currently Senior Expert in International Development Policy and Member of the Scientific Committee of the KIP International School, she worked for the OECD from 1991 to 2012 and for the World Bank from 1971 to 1991. From 2005 to 2012 she was Head of the Policy Division (Development Co-operation Directorate) of OECD and responsible for the main subsidiary bodies (Networks) that carry out the policy work of the OECD’s Development Assistance Committee (DAC), as well as for several important policy areas that report directly to the DAC. In particular, she led the substantive work of OECD Secretariat staff leveraged by 24 DAC members, partner countries and participating organizations in the following policy areas: aid for trade, capacity development, conflict and fragility, environment and development, food security, gender equality and women’s empowerment, governance and policy coherence for development. Previously she was: Special Advisor for Policy Coherence for Development in the Office of the OECD’s Secretary General; Division Head, Agricultural Policies in non-OECD Economies (Directorate for Agriculture); Head, Russia and NIS Unit, Centre for Co-operation with Economies in Transition and Head of Programme Co-ordination Unit, Centre for Co-operation with Economies in Transition. Alexandra also worked for the World Bank where she was: Senior International Relations Adviser in the European Office; Co-financing Officer attached to the Office of the Senior Vice-President Operations, with responsibilities for fund-raising; Financial Analyst for agriculture and rural development projects; Management Officer attached to the Organization Planning Department; and Programming and Budget Officer. She led the work for numerous OECD publications over the years, most recently the Development Co-operation Report 2012: Lessons in Linking Sustainability and Development, discussed by ministers and heads of development agencies at the High Level Meeting of the DAC in London in December 2012. She has also spoken widely at international conferences, published independently, and is currently co-authoring the history of the DAC.
